Frequently Asked Questions - General FAQ

Firearm purchases can be paid for in a number of ways:

• You can pay online, through any of our different online store methods (some of which require payment in full, others only a partial deposit, depending on the exact nature of the transaction).
• You can pay physically, either at our physical location, or via some other pre-arranged method (e.g. mailing a check or money order).  Please call to make arrangements.

Once payment arrangements have been made, you can take possession of the firearm in one of two ways:

1. Within Colorado only, you may come to our physical location, and collect your firearm, after passing the federally-required background check (typically takes 30-60 minutes).  Occassionally, we receive a denied or delayed response to a background check, at which time we can not give possession of the firearm without either a subsequent approved response, or a mandatory wait of 3 days without further response from the government.  Federal law requires that the firearms transaction take place only at our physically licensed address, when we are performing the sale.  We can not sell firearms directly to residents of states other than Colorado.
2. We can transfer the firearm to a licensed dealer local to you, which will incur a shipping and handling fee from us.  This is commonly called an "FFL Transfer", and most dealers charge an additional "FFL Transfer Fee" (typically $20-30).  The local, receiving dealer will perform the necessary background check, and give you possession of the firearm after it is approved.  We can do this for Colorado residents (for the additional fees mentioned), but this is the ONLY option for non-Colorado residents to purchase firearms from us.  Federal law prohibits non-dealers from having firearms shipped directly to them.

Non-firearm purchases do not have any government requirements for the payment, shipping, or the location where you take possession.  We can ship non-firearms (including firearms components that are not considered "firearms" by the government, such as barrels) anywhere within the USA.

US Citizens must have a valid (non-expired) government-issued photo ID, that includes your name, photograph, and date of birth.  We also must verify your address, so if your ID's address is correct, that's all you need.  If the address shown on your ID is incorrect, we need a "government-issued" document showing your current address, in connection to your name.

The part of this that causes gun buyers the most problems, is the "government-issued" requirement.  Here are some examples of documents that do and do not work:

• DO often work, in addition to ID (Remember, must include your name, and address)
  • City-issued water bill
  • State-issued hunting or fishing license
  • Government-issued correspondence/mail (e.g. VA benefits letter, IRS tax bill, unemployment benefits judgment, etc.)
• DO NOT usually work, in addition to ID
  • W2 form (These are company-issued, not government-issued)
  • Social Security card (Does not include your address)
  • Birth certificate (Does not usually include your current address)
  • Colorado driver's license where new address has been hand-written on the back (The writing verifying the address must itself be government-issued. This one causes problems, because the Colorado DMV will sometimes refuse to issue a new driver's license only to change the address.)
  • Veteran's Administration ID cards (Does not include your address)
  • Expired driver's license or state ID card (Must be "valid")

Here is are the exact instructions provided to gun dealers, on the back of the Form 4473 (background check form)...

Question 20a. Identification: List issuing authority (e,g., State, County or Municipality) and type of identification presented (e,g., Virginia driver's license (VA DL). or other valid government-issued identification).

Know Your Customer: Before a licensee [dealer] may sell or deliver a firearm to a nonlieensee [non-dealer], the licensee must establish the identity, place of residence, and age of the buyer. The buyer must provide a valid government-issued photo identification to the seller that contains the buyer's name, residence address, and date of birth. The licensee must record the type, identification number, and expiration date (if any) of the identification in question 20.a. A driver's license or an identification card issued by a State in place of a license is acceptable. Social Security cards are not acceptable because no address, date of birth, or photograph is shown on the cards. A combination of government-issued documents may be provided. For example, if a U.S. citizen has two States of residence and is trying to buy a handgun in State X, he may provide a driver's license (showing his name, date of birth, and photograph) issued by State Y and another government-issued document (such as a tax document) from State X showing his residence address. If the buyer is a member of the Armed Forces on active duty acquiring a firearm in the State where his or her permanent duty station is located, but he or she has a driver's license from another State, you should list the buyer's military identification card and official orders showing where his or her permanent duty station is located in response to question 20.a.

20b. Alternate Documentation (if driver's license or other identification document does not show current residence address)

Question 20.b. Alternate Documentation: Licensees may accept a combination of valid government-issued documents to satisfy the identification document requirements of the law. The required valid government-issued photo identification document bearing the name, photograph, and date of birth of transferee may be supplemented by another valid, government-issued document showing the transferee's residence address. This alternate documentation should be recorded in question 20.b., with issuing authority and type of identification presented. A combination of government-issued documents may be provided, For example. if a U.S. citizen has two States of residence and is trying to buy a handgun in State X, he may provide a driver's license (showing his name, date of birth, and photograph) issued by State Y and another government-issued document (such as a tax document) from State X showing his residence address.

In addition, non-citizens of the United States must show 90-days of residency in the state.  The Form 4473 reads...

Question 20.c. Documentation for All Aliens:

Sale of Firearms to Legal Aliens: A buyer who is not a citizen of the United States must provide additional documentation (beyond a valid government-issued photo identification that contains the buyer's name, residence address, and date of birth) to establish that he or she has resided in a State continuously for at least 90 days immediately prior to the date of the sale. (See Question 13) Examples of appropriate documents to establish State residency are utility bills from each of the last 3 months immediately prior to the sale or a lease agreement that demonstrates 90 days of residency immediately prior to the sale. A licensee may attach a copy of the documentation to ATF Form 4473, rather than record the type of documentation in question 20.e. Acceptable documentation to prove 90-day continuous residency must be original documentation (e.g. utility bills, current bank statements, rent receipts, mortgage payments, lease agreements, personal property tax bills, documents issued by Federal, State, or local government agencies, first-class mail issued bv government agency, insurance policies, or bill with current address or major credit card bill).

Question 20.d. Documentation for Nonimmigrant Aliens: See instructions for Question 11.1. Types of acceptable documents would include a valid State-issued hunting license or a letter from the U.S. Attorney General granting a waiver.

Question 11.1. "NonimmIgrant Alien": An alien in the United States in a nonimmigrant classification. The definition includes, among others, persons traveling temporarily in the United Slates for business or pleasure, persons studying in the United States who maintain residence abroad, and certain foreign workers. The definition does NOT include permanent resident aliens.

Sale of Firearms to Legal Aliens: Even if nonimmigrant alien can establish that he or she has a U.S.-issued alien number or admission number and has resided in a State for at least 90 continuous days immediately prior to the date of sale, he or she is prohibited from receiving a firearm unless he or she falls within an exception to the nonimmigrant alien prohibition. (See Question II.c. and Exception to 11.1.) If a nonimmigrant alien claims to fall within one of these exceptions by answering "yes" to question 12, he or she must provide the licensee with documentation of the exception (e.g. hunting license/permit; waiver). If the documentation is a hunting license/permit, thc licensee must make sure it has not expired. An expired hunting license/permit does not qualify for the exception. A licensee MUST complete and may attach a copy of the documentation to ATF Form 4473.

EXCEPTION to 11.1.: A nonimmigrant alien is not prohibited from purchasing, receiving, or possessing a firearm if the alien: (1) is in possession of a hunting license or permit lawfully issued in the United States; or (2) has received a waiver from the prohibition from the Attorney General of the United States, (See 18 U.S.C. § 922(y)(2) for additional exceptions.) Persons subject to one of these exceptions should answer "yes" to questions 11.1. and 12 and provide a copy of the hunting license or letter granting the waiver, which must be recorded in 20.d. If the Transferee (Buyer) answered "yes" to this question, the licensee MUST complete 20.d.

What is the purchasing and pick-up process?

1. You place your firearm order.
2. You will need to email us two things, (1) the email address of the seller, and (2) a copy of your order (that shows your name, order/auction number, etc.).
3. We contact the seller at the email address provided, forwarding them your order so that they can match up your order to us. We (1) give them a copy of our licenses and (2) provide the seller our address information for them to ship your firearm.
4. Once the firearm arrives at Paladin we will complete our side of the transfer process. While we acknowledge your excitement to obtain your firearm please give us time to complete the transfer process on our end - this generally takes 1-2 business days.
5. We will contact you directly to schedule a time for you to complete your background check and pick-up your firearm AFTER step 4 has been completed. Contacting us when your firearm is out for delivery will not expedite your pick-up time; we will still need to complete our side of the transfer process - this generally takes 1-2 business days.
6. Once we have contacted you and a time has been scheduled for pick-up please make sure you bring the following with you -
   1. A valid Colorado Driver's License - if you do not have one please contact us directly to determine another option that will work for you - customerservice@paladinleaddeliverysystems.com
   2. Cash or check for the transfer fee and background check or any additional funds owed; credit cards are not currently accepted.

General FFL Transfer and Online Purchasing Q&A:

• FEES
  • How much are your fees? (Firearm and Colorado NICS background check)
    Our fee is $20 per firearm, plus $10 for the Colorado NICS background check fee. So $30 for 1 ($20 for the firearm plus $10 for the background check), $50 for 2 firearms, and so on.
• TRACKING
  
  • What can I provide Paladin that will help expedite my pick-up?
    If the seller provides you with a tracking number, please forward it to us. They often don't alert us that it's coming, and if we know about it it may speed up us receiving it, and you getting it.
• SCHEDULING A PICK-UP
  
  • When can I schedule an appointment to pick-up my firearm?
    We will contact you directly to schedule an appointment once we have verified your firearms' information, the sellers and have checked the firearm in. To pick-up your firearm you must have an appointment. Our appointments begin 6-8PM M-F, or when possible on weekends. Contacting us when your firearm is out for delivery will not expedite your pick-up time; we will still need to complete our side of the transfer process - this generally takes 1-2 business days.
  • Background checks stop being processed by Colorado Bureau of Investigation (CBI) at 9PM, so we typically need to make an appointment no later than 8PM, so that we can get the paperwork filled out, get the background check submitted, and give it time to get back before 9PM (or else it will wait to be completed until the next morning).
• WHAT TO BRING
  
  • What do I need to bring with me to pick-up my firearm?
    1. Cash or check for transfer and NICS background check
    2. A valid, non-expired Colorado driver's license, which shows your current address.
  • I don't have a valid Colorado driver's license.
    There are other valid identification methods, including combinations of things, but they are generally trickier to get accepted or delay your results. We recommend you use your driver's license, but if you must use something different, please email us to ask how customerservice@paladinleaddeliverysystems.com.
• BACKGROUND CHECKS
  • How long should I expect the background check to take?
    It varies based on the day of the week, time of day, season of the year, current events, political climate, etc. (seriously), but background checks submitted to CBI generally take 20-45 minutes to be completed. Under normal conditions, expect for your whole background check process to take around an hour.
  • Can I complete my background check paperwork over the phone/email?
    No, we cannot legally fill out your background check paperwork for you. If you've recently filled out paperwork for another gun, you are still required to complete a new background check; completing the paperwork again. You will need to schedule an appointment to come complete the background check paperwork before we can run it. You are welcome to come fill out the paperwork, leave, and come back up to 1 week later to pick up the gun (assuming it is not delayed or denied).
  • I have a CCW do I really need to complete a background check?
    Yes, you will still need to complete a background check a CCW doesn't get you out of a background check in Colorado.
• MAGAZINE CAPACITY
  • Why can't I obtain a magazine that has a 15 round capacity that comes with my firearm? Can you convert it for me?
    Colorado law prohibits "transferring" magazines over a 15 round capacity to you. As a dealer, we are legally allowed to receive firearms that ship with magazines over 15 round capacity, but we will have to keep the magazine and only transfer you the firearm. We can NOT legally convert a large magazine, that has already been factory assembled, into a "repair kit" that we can transfer to you.
